A tale of sun and storm

According to today's newspapper, the Korean President described South Korea's policy regarding North Korea as a 'Sunny Policy'. This policy is based on a Korean tale that goes like this (not recomended to Orlanthophiles):

"Sun and Storm made a bet on which of the two would be first to force a man to take-out his heavy coat.
Storm was first to attempt it. He started to blow with all his strengh trying to blow out the coat, but the man braced himself inside his coat for protection, and the more Storm blew, the more he resisted. Next was Sun: he just shined, slowly raising the temperature, until the man, unable to keep with the hot weather, took out his coat."
