I assume people can still reach the land of the dead through worship and mystic voyages (Johannes Kepler once wrote a book about going to the moon and his hero went there in a dream). There is some disruption but its effects are subtle. As an example, in the old days, one could with an imperial warrant travel to the Heavenly Kingdom of Mikaday and be admitted to the presence of the of the Most August and Wise Sage to resolve a knotty legal problem. But now that the Closing is in effect, one can travel to the Heavenly Kingdom of Mikaday by a dream, but one has no imperial warrant.
