As the spell stands no, a scope works because it provides a point of view that is directly alligned to the rifles trajectory. Actually they make scopes for bows as well. Note that scopes tend to be set for specific ranges, so most sight shooters I know use nonoptical sights. I don't use siights myself and the few times I tried were unimpressive at best.

If you used a version of the project vision spell alligned with the arrow and magically correcting for range, and if you're really slick, wind, you should have what you are looking for. Maybe Arrow Trance works like that?
