I think you are misreading what happens. A scenario 'Counterstroke' says that the historical result was that the Empire retook Boldhome. However the preamble of the next scenario 'Hearts and Minds' reads:

        'Argrath's initial victories gave hope that Lunar domination
        soon would end, but this hope was tempered when the Lunars
        again sacked Boldhome.  Argrath saw that in order to hold the
        independents, the Sartar forces would have to win a major
        confrontation with the Empire.  Sezing on a slight by the
        Red Emperor as a pretest, Argrath launched a raid in force
        against the Empire.'
                        Dragon pass rulebook p27.

This was successful as Argrath seizes Bagnot and the Empire according to the next scenario is 'Dousing the flames' of the independents.

I think the Good Empire is what the King of Tarsh eventually ended renaming his kingdom as the doublethink concept of an Empire being Good would have its greatest impact on the Orlanthi whereas Evolution has weeded out those Pelorians who think that Empires are capable of being Bad. As support, I point out the Good Emperor is said to be Phargentes, son of Moraides. IMO the Lunar Empire still existed at the time to the north but the relations between it and the Good Empire are unknown.

OTOH the New Moon Empire is stated to have been controlled by Sheng Seleris and after he gets dragged back to the Pits of Perdition, we enter an extremely murky period in which the empire eventually falls apart.

The nearest Telmori were the Sylilan Telmori. They are now extinct after HonEel freed them from their curse - she turned them into full-time wolves and now everybody's happy.

The Nagtangli Telmori are hostile to civilized humans and are known to have aided Razalkark in the various chaos invasions according to Dorastor.

The Ralian Telmori are not affliated with Lunars and the Fronelan Telmori are too far away.
