Well, we know that the G-Ls modified some cults (Chaladra and Aurelion) and suspect that they modified others (Lhankhor Mhy and Issaries are the biggest suspects) but I've never heard the suggestion that *all* the gods are G-L creations before.

Although it's not the sort of thing you could disprove there are two things that argue against it. The stronger argument is that the G-Ls had their origins in a Malkioni philosophical movement and I'm damned if I can see how the creation of a lot of 'False Gods' is going to serve such a movement.

The second is that in the end, what they thought were mere spiritual tools, turned in the G-Ls' hands and brought them down, just as if they were real all along.
