The mythic landscape does change because no cult's myths and heroquests exist in isolation. If one culture's heroquest connects with another's and the other culture undergoes a serious change then the changes in the mythic landscape will have noticeable repercussions.
Major heroquesting can have effects that are Glorantha-wide. The birth of the Red Goddess is one such example. Just becasue you don't know why the heroplane has changed doesn't mean there isn't a good resason for it.
