Probably against him. David Hall in the RQ-Con programme book says that Harvar struck first against the Elmali and then against the Orlanthi.

I've not seen any evidence for it. Harvar is noted for using Gagarthi bandits at the time. The Dinacoli, who are Yelmalio worshippers, don't join him until the aftermath of Starbrow's revolt.
