To answer both the above at once -- I think Horned Man is a somewhat generic conception (either a game construct, or a you-know-what one), and different cultures have different deities/spirits which are his instance/closest analogue. So yes, the Orlanthi "Horned Man" _is_ Kolat, who does have an elemental tie, likewise for the Uz it's KL herself, for the Doraddi it is Pamalt, etc.
