I always ran it so that you had eg good and bad cults, at each other's throats for historical reasons, political reasons, racial reasons, and then, overlaying that , a a whole life vs. chaos struggle - even opposing cults might unite against Chaos because otherwise the blasphemies and perversions of nature of Chaos would drown everyone in a writhing sea of hate. Plus, Chaos doesn't seek the same rewards as any of the other cults or nations, and so is a threat to the "system" at every level, from cellular to geopolitical. It's like Nazis vs. Allies - both are human, albeit opposite in view, but if all of them were attacked by Chaos then even Nazism might be seen as heroic and preferable to Chaosification and tainting with madness.
