(1). Significant wilderness or badlands.
(2). Low human population densities or at least a low
level of homogeneity between the populations of a land.
(3). A lack of cohesive magic on the part of the civilisation
in question.
Exceptions to this are based upon very specific mythic =
events. =
Therefore DH has almost no overt chaos because it is:
(1). Populous to a high degree.
(2). Homogeneous - even the divergent peoples still see =
their common ground.
(3).Their magic is society based, pervasive and potent.
Within the _boundaries_ of Sartar, there is also very little chaos for similar reasons. Only Kinstrife, a break in =
homogeneity, can create it within in those boundries.
The west has very little free ranging chaos either, whereas Prax, a wasteland, has lots. =
Other than that, all chaos threats come from badlands =
_outside_ the main population areas.
The exceptions to this are special areas of chaotic focus - - Larnstes footprint, Snakepipe Hollow and of course, =
Dorastor.
It can be argued then that Chaos manifests in all lands and among all peoples as an overt force only:
(1). When _invited_ in for whatever reason - power, ennui
etc.
(2). On the fringes of organised life.
The latter is of course exactly how the world as a whole =
works too - the Lozenge is Law surrounded by chaos and this is mirrored in the way chaos appears among the Many.
