Pavis Within the Walls was never part of EWF, so why would they? And, if they had, wouldn't there be a famous burned area that used to be one of the sub-cities?

More likely, when the dragons turned on the EWF higher-ups they killed a lot of his friends and allies. Sun Dome Temples (of whatever name) would be likely to have been a great source for EWF's military forces, especially in consort with a cavalry arm like the Pure Horse People (the source of the Arrowsmith family). I expect that the Sun Dragon used them to help regain his post as DH Emperor, too.

Wouldn't the ex-dragon warden towers be located around the OLD temple, though, in which case no normal visitor would see them. The current temple was built after the DragonKill, as I remember.
