Who Gets Storm Powers? & Chaos

I think that whether a person can get storm powers or not depends on whether he or she can walk the heropath to get them. The rudiments of this heropath are part of the Orlanthi male initiation rights, which is why it is easier for Orlanthi men to aquire them. A Vingan could walk the porper paths and get them, but I think it would take more effort for her to do so, as she didn't begin her initiation with them. (I think they undergo the women's initation, and then a special Vinga/O. Warrior initiation later on.)

A Yelmie would have a very difficult time walking the Orlanthi heropath to gain Orlanthi storm powers. He probably wouldn't even see the same things an Orlanthi would. A Yelmie might have a chance at walking a Shargashi path, however. It may even be a very similar path, just appear a bit diffferent.

     Illuminated. Solar culture seems to have embraced Chaos ever since Nysalor, a Sun god itself.

This chestnut is almost as unresolveable as the chicken vs egg question. Does Illumination = Chaos? Was Nysalor chaotic? If so, was he evil or was he truely the key to keeping chaos forever controlled and benign? We'll never know, because he snuffed it, and now we're stuck with nasty chaos running about.

And saying that the Yelmic culture has succumbed totally to chaos is like saying that Orlanthi culture has succumbed totally to rapine and pillage.

In both cultures, there are elaborate rules for that sort of thing!
