Wife-straling

This a quote I founf in a book about Central-Asia nomads:

"Among other things, the Khan [Chinggis Khan] saw to it that the yassaq [a law code] forbade slavery between Mongols and that it outlawed wife stealing, a cause of incessant internecine warfare."

Wife-stealing?!! This seems to me to be a great idea with a lot of MGF on it. Coul this be inserted into praxian mores?
