Wachaza Pirates

Alex complained (well, observed) that there were no large nations or organisations of Wachaza-worshipping pirates.

I missed the Wolf Pirates in the listing. They might have knowledge about or even ties to Wachaza due to their original familiarity to the Neliomi Sea triolini.

His main magics aren't that useful for ship-based pirates, though - unless you like to board ships Errol Flynn-Style, i.e. diving below your own and the enemy ship's keels to climb the far side of the enemy vessel, in which case Seastrength might be an asset. Drown works fine on enemies already in the water (on triolini, too, which might make it useful for humans), and Fang of Wachaza is nice for killing resistance, but bad for slaving and ransoming.

I can see why the God Learners liked Wachaza - Drown would be deadly effective on fastship crews without any chance to cough or vomit out the water.
