He did (though note the the Magic Weapon cult is the spear, rather than the bow). I don't think this denotes a specical affinity for the bow, though, just mythic precedent to use it, whilst sneering at its more Traditional users. Just as much as one could use a glaive-glaive-guisarme-(roll thrice more on polearm table B), without being a... whatever worshipper. It hardly means that they're superior to the Dara Happans in this regard, or that Orlanth would trouble himself to do bow users any great favours, in the normal run of events.
