     Not IMO. While the Red Moon is lower in the sky outside the Glowline, its still quite visible, according to Greg - and indeed, the piece you quote - and the RW moon is still fairly bright when its near the horizon as when its higher in the sky. The Red Moon is only actually invisible on the 'wrong' slopes of certain mountain ranges - because the mountains would block out the relevant horizon.
Prior to the rise of the Red Moon, the brightest object in the night sky is, AFAIK, Tolat (aka Shargash, Bronze Treasure, etc.) which is probably only as bright as a thin crescent RW moon, if that.

     Yes, if it weren't for Xentha getting in the way and glooming darkly enough to block it out.
