The blank guy's charioteer is Nysalor, doing his Krishna-in-disguise routine. Essentially Blank Guy is bitching about this useless "Nysalor", and what was the point if he wasn't there when he needed him? And suddenly, he was, to loud creaking sounds from the Compromise. His power is manifest as Daysenerus, who is the prototypical Cold Sun god you're thinking of.

The blank guy is, IIRC, Palangio.
