Presumably because the Elmali only know a few of the myths associated with him.

Ok, now it gets tricky.

Daysenerus is the Bright Empire god for whom the sun dome temples were built. Along comes the EWF with their Sun Dragon heresy, they conquer Dara Happa, but are then wiped out in the Dragonkill.

Balazar is post-EWF, so you can poretty much make up anything for him you like. Perhaps he comes from a sun dome temple that escaped EWF contamination, or shrived itself in a 'back to basics' backlash. Perhaps he's a refugee from a sun dragonised temple, and he fled to the wilds to escape such a backlash. If you do want to have Dykene be a lost throwback to the sun dragon days, you need to talk to MOB, Nick and Jane for groovy ideas along those lines.
