Yeah, fairly high, but not as close to the centre of the sky as it is inside the Glowline. Its probably closer to the horizon in say, Pamaltela, though.

Somebody asked Greg a question similar to this at Convulsion 96. His response was that the mostali would be capable of building a flying machine or similar device that could land a dwarf on one of the planets. However, since they're in the Hero Plane (specifically the Sky World), its less clear whether anyone other than a dwarf would have a similar experience. If you did manage to stay onboard, then, yes you would go through the underworld - unless you're on Mastakos/Uleria, of course.
