All I really know about the Locaem is that they are obsessed with spears.

Well, the Sylangi were granted the lands of the Kultain by the Lunars, so they are pretty pro-Lunar. The Enstalos are the new tribe created from the ruins of the Dundealos, after most of the tribe is exiled, killed, or enslaved. The Lunars have made up the numbers with transplanted Lunar subjects, so its very pro-Lunar.

Well, my players are Balmyr, and from a fairly anti-Lunar clan. The version of the Balmyr I have are very anti-rebellion and pro-prosperity, but are still Orlanthi. They are not as pro-Lunar as the Sylangi etc.

The Colymar is an interesting one. I can imagine Blackmoor doing it, but I can't imagine the bulk of the Colymar going along with it. Good thought, though, I'll have to let my players know about Blackmoor celebrating the defeat of Orlanth (so later on, they can cheer as he goes down).

The Malani is another good thought, but again I don't see them as quite that pro-Lunar. Maybe a few clans do.

Have they been defending them? The Sylangi, especially, seem to be very Pro-Lunar, and while they may be former possessors of Whitewall, they gave up some of their traditional lands in return for the Kultain lands - so they probably no longer directly neighbour Whitewall. This happened only after the invasion of Volsaxiland (1619), so I think its safe to assume the Sylangi are still pro-Lunar in 1621.

The Curtali is based on reports that the Curtali and Bacofi feud constantly, and as the Bacofi are very anti-Lunar, I assume the Curtali have become very pro-Lunar. The Bacofi support the besieged defenders, the Curtali do not.

>The Enstalos are a new plant, not yet existant in 1621.

I have the Dundealos (and my main source here is David Halls 'The Tribes and populations of Sartar', published in QuestLines - you may have better sources) as rebelling in 1618, and presumably the new tribe being created that year or the next. Certainly the map clearly indicates that they exist in 1621.
