They sound like they were based on the Star Bear cult (aka, Odayla), rather than the Orlanth with which we Sartar-watchers are more familiar, perhaps with the Red Goddess substituted in the usual Ernalda role. Is this accurate?

In other words, it looks like what the Lunars planned for Orlanth, according to my RQ2 sources, is succeeding in Carmania, and would then be spread from this "test market".

I should say not. Where is the "dark" side that Carmanian cults usually have? Or don't the Lunars realize that, among Carmanians, IO will inevitably develop one? Perhaps the old Orlanth, now in hiding?
