Long distance communications

I've been inspired by the mentions of dwarf submarines to write a scenario to take on holiday with a group of friends next August

In a sudden rush of creativity I've worked out how most of the (brass, after all it's yellow) submarine's systems work For example the airlock will contain sea-water-ingesting, drinking- -excreting nilmergs

I'm still having problems with two key systems:

What do we think the Mostali would use for long distance communications  with a submarine? I thought of lowering a large bell into the water back at base and bashing out slow morse code messages Any other thoughts? Spirits? Special sorcery? I'd like communications to be slow and difficult

What would be the primary propulsion system? I'd like some analogue of a nuclear plant - arcane and potentially dangerous

For the reserve system I'm assuming there are a couple of Jolanti-sized hand cranks in the engine room It would become the Jolanti Wrangler's job to ensure that commands relayed from the Captain are converted into instructions to the Jolanti

Any thoughts?
