Perhaps the Lead Zeppelin is really some sort of ComSat? Or if that's too mundane, maybe they try to make the entire ionosphere wobble up and down, the better to send messages by? (Nope, sorry, that's the U.S. Navy I'm thinking of, isn't it?)
