Orlanth is, too - he has his own constellation of seven stars, plus a castle from which he emerges to storm the Celestial City.

That's why degenerate... ;-)

Orlanth is one of the Great Gods of Glorantha whose disappearance would have world-wide consequences. Shargash might be one of the Great Gods - he is present in the surface world, underworld, and upper world.

Actually, if Shargash turns out to be one of the Great Gods, this proves that he is not identical to Orlanth in any way, and undoes the theory that either is a degenerate form of the other.
