The Haragalan water bowls, while magical, are not devices of long distance communication. Since they do contain water from Lumavoxoran's holy pool, the god's mood can be spotted simultaneously on all tallships, but that's it.

However, there may be a strange race of beings called magikin which can provide some communication. Will dig out the details.
