That's getting to be a _very_ different sort of instance! Your argument was "adopted foreigners can't hold office"; this is a very distinct proposition from "foreigners can't become citizens". Don't you also find it's a bit of a stretch to go from "A naturalised citizen of Japan can't become Prime Minister" (if I understand your example correctly) to "a Orlanthi adoptee can't become a member of the clan ring? Slightly vast difference in scale and scope.
