I really don't see the relevance of this statement. The Uncolings are a true hsunchen culture and they have more metal implements than some non-hsunchen cultures. Likewise the Praxians have good access to metal even though their own culture knows nothing of metal working. So whether culture X is hsunchen or not is only tangential to the question of whether it is capable of working metal or has easy access to metal.

Lastly the Kukri is a cultural weapon of the Beast People (and nobody else in the region) and given that Beast People do have crafters in their tribes, it does not seem implausible that they could have stolen the secrets of metalworking from either Teshnos, Kralorela or even Diamond Mountain.
