Tales #16 has an NPC who uses Dream Magic on p29 and a short box on Dream Magic itself on page 33. In the Vithelan Mythology that was at www.glorantha.com, the Dream World was made by Oren Parond to teach people who would know the truth of illusions. Presumably having learned some of these truths allows you to use Dream Magic.
