There is an example of this in the Dorastor campaign setting. The Poisonthorn Elves have been in a war against the newcomers (by elven standards), the Hellwood elves, for centuries. Although it would be difficult for humans to detect that the war is even happening, it is in fact a desperate struggle with the Poisonthorn being pushed ever back by their Illuminate led neighbors. This was a major contributing factor for the xenophobic Poisonthorn Elves signing a treaty with Ralzakark to allow the Lunar Trade Caravan.
