Pavis was born well before the Third Council. He fled Waha's urban improvements to Adari in 809 ST whereas the Third Council itself wasn't formed until either 826 ST according to Griffin Mountain.
Of course it's curious that a Empire in Dragon Pass should decree itself the successor to a despised empire in Dorastor. It might explain Balazak Leatherwing's expedition.
