I think 'wrote it' would be a better characterisation. It's an entirely different game, that resembles RQ really only incidentally, and any 'RQ team' people involved are so on the basis of rewriting what Robin has produced. (Notably Greg, of course.)

More so than any resemblance to RQ, at any rate; to the degree of: 'family' generation (except it's now for ~100 people over all of mytho-history, rather than a dozen or so over 50 years -- loses some detail, mind <g>), Mental Abilities which can include what are more-or-less Passions and Traits in KAP terms, a d20-based system based on opposed contests and 'partial successes.
Pendragon's similarity to Runequest is frankly minimal, anyway; you could write all the rules they have in common on a few sheets of A4.
