I have always assumed that Praxian "clans" were really just a slot in the Table of Organization, like Counties in the USA. Usually, the tribes are broken down to the band level, which runs 20-200 people (mostly the smaller end), except when they rendezvous for the occasional migration back to Prax and the Paps for initiations and Rune Level graduations.

Clan membership will affect marriage (ie, can't marry within the clan) and Daka Fal ceremonies, but otherwise is important only if a tribe can stay in Central Prax on a long-term basis (most really live in or on the edge of Vulture Country), or among the Rhinos, where bands are the size of the nuclear family, but have taken to staying within a short ride of others in their clan to avoid being destroyed in detail, which has reduced them from major to minor tribe status since Time began.

Thus, Sables post-Moonbroth are often in clans, but Ostrich tribesmen almost never are.
