They're compatible, and both are (at least to a degree) true, but for pretty unrelated reasons. HW is a definite improvement over RQ in the 'high powered characters' realm for the rather mundane, but important, reason that its scale of ability rolls is 'scaled' in a much better way. RQ 'breaks' rather messily in the 100%+ range, in a way that HW abilities in the comparable range do not. (Caveat RQor: if you think that RQ accurately reflects the cost/benefit relationship of getting to be 200% in 1H sword, then indeed you won't find this an improvement at all, of course.)

HW is more 'socially oriented', in pure game terms, in that it attempts to present 'stats' for one's community. One tracks how one's clan is doing is a manner vaguely similar to some things one finds in Pendragon, for determining the state of one's manor, and one's family. Except that the stats go into rather more depth, and for a darn sight bigger 'family' -- about 1000 of the buggers.
