Correct. They are _in_ the world, but that doesn't make them _of_ the world.

No, not at all. Chaos is of extra-natural origins; the sun and storm are of natural origins. In this context, perhaps the best understanding of what's intended by 'nature' is 'the created world'.

The Meaning of this quote is that different culture's _attitudes_ to 'chaos' are in many cases defining _of their cultures_. Sans chaos, for the Orlanthi, we'd be still in the midst of the Gods' War, which would be pretty much hunky-dory by them.
