Works in cases where there is an effective supra-clan cultic organisation, to some extent; also, one always has recourse the the tribal level. (Unless one is living in a shack in the East Wilds, or someplace.)

However, I reiterate a point that got rather (over-zealously) slipped; the 'rune-level' PCs are _not_ necessarily the titularly important or politically most powerful people in their clan, even by the 'default' HW setup (which as had been noted, is hardly hard to tweak). Therefore exercising "social control" on such characters is by no means infeasible. They just aren't normally expected to play 'second fiddle' to other clan NPCs on the Fixing Clan Problem Situations front.
