Concerning Avalon Hill/Hasbro RQ (or Slayer) it is dead (AFAK) and
anyway, Oriflam would probably not be interested in having a licence
for that game, if ever published.
For Hero Wars, things may be different and, depending on its success,
Oriflam (or another French gamingh company) may try and negotiate
something. I believe a French translation would be a "plus" for the
success of the HW game (Oriflam did a hell of a good job for RQ in
France, with better quality than original stuff !).
