I've already said I don't agree with this. There are some things even the gods cannot do, such as bring anything back from True Death.

Except trolls, who look back on it as a time of expansion, conquest and prosperity when all the world was their larder.

IMHO one person's demon is another's supernatural ally. Luxites and Dehori spring immediately to mind. With the single possible exception of The Devil, I think all other chaos demons were brought into the world an analogous manner to the Red Goddess. i.e. They were induced into an existing being. I agree we can only speculate though.
