This was a problem with the system as it was at the time of the Convulsion playtests, where you had to score - -above- a target number to succeed. It sounds as though this has now been changed to the Pendragon mechanic of scoring your skill number or below. This makes more of a difference than appears at first sight, and the situation you mention is one of the reasons.
