Still ain't buyin'. A fairly fundamental requirement for being a 'tribe of Sartar' is that ones lives _in_ Sartar, I'd have thought...

IIRC, David Hall made a list of other suggestions for the 'missing 24th', all of which sounded more plausible than the PJs, if you ask me.
