Since Eric has already answered this question very recently, I'll attempt to save him the bother.

In some versions of various RQ based heroquest rules it was possible to dramaticaly improve a character's skills, by 10 times the ammount you might get in an normal adventure, during a heroquest. Hero wars will allow similar feats, thus allowing heroic characters to jump up the power rungs through appropriate heroic and mythic acts. It might even be possible to go up a whole level of mastery in an ability as the result of a successful heroquest.

Glorantha is not Kansas. I think HW better reflects that than any other game system I've yet seen.
