cost of Cult membership

Hi

hope someone can help clarify this

In the (various) rules, I'm discussing costs of Lay Membership and Initiation, and Pavis is one example

It says in one write-up that it costs 1POW to become a Lay Member It also says for recent write-ups of other cults (ie in Tales of the RM) that its 1POW for Initiation, and nothing for Lay Membership

I imagine that a city cult is different because there are immediate benefits from being a Citizen (which equals being a Lay Member in many ways?)

would people agree or disagree that 1POW is reasonable for Lay Membership in a City God Cult, even though other cults charge nothing (in terms of POW) for Lay Membership
