That's RQ2, which calls MP "battle magic POW", and POW sacrifice permanent POW.

The clarification of non-permanent POW vs permanent POW by calling the non-permanent expenses MP is one of the better traits of RQ3.
POW brn-off is too high in RQ3 anyway (at least with a realistic POW recovery rate following the rules), paying permanent soul for mere lay membership is way over the edge IMO.
In other words: why should lay membership in a minor cult be as expensive as full initiatehood in a powerful cult?
