Whitewall is not an ally of Sartar, it is part of Heortland.

They don't. The cities were founded from Tribal Confederations using Sartar's City Ring ritual. Jonstown, for example, was founded by the tribes of Cincina, Culbra, Malani, Torkani and the Dinacoli (who joined the Far Point confederation after 1613). Originally the tribal confederation controlled the cities and even now the local kings have great influence there.

Secondly the Tribes do not vote on Sartar matters. There is no Meeting House of All the Tribes in Boldhome. The Prince makes all decisions with the advice of his Ring (or High Council). To sit on the Ring requires that you be a pretty important person and consequently many such personages were Tribal Kings and such like.
