Smooth workings? That's not working, that's policies being crammed down the citizens's throats from above, with no opportunity for discussion or debate. It's tyranny, pure and simple.

(I think from a Dara Happan view, the workings aren't necessarily so smooth either, given that there are usually multiple noble families in a large city, to say nothing of powerful bureaucrats with their own agendas. It probably gets worse once there's a Lunar veneer, which also wants to play politics... Though sometimes [not in Alkoth!] this marginalizes the Dara Happans, so it's not that much worse.)

Issaries is one of the few cults that might NOT be split along clan and tribal lines, given that many of its members travel around a lot and associate with members from other clans and tribes.

Which could explain why an Issaries hero was able to form a kingdom in Quiviniland...
