When I first said this, you responded "No, it's the other way round [...]". Trying to rewrite history isn't conducive for shedding light.

No, definitely not. Mobs, ruffians and intimidation tactics would be more in the Orlanthi style.

Boldhome is a big city of 10,000 souls. Secondly it is not a mayoral city but one that is ruled by the Prince of Sartar and his Council.

Wergild payment is not automatic. If you are strong enough, the other guy can forget about collecting wergild. If you chase the other guy off or cow him, then his disruptive antics would be reduced. Check out what Odysseus does to Thersites in the Illiad, for example. He beats him up in full view of the council and nothing more is heard of him in the rest of the Illiad.
