I know in merry olde England, if a person died without family, it was often up to the local lord, king or in some circumstances the local church who collected the Wereguild on the deceased.

Prince/King John was famous for any angle on how to make money. To include making all Jews wards of the state, and as such if a Jew was killed to "liquidate" a debt (not to uncommon), the King would claim the debt as his. Sneaky!
