Interesting question. It's not described in the Sazdorf ruins, the Wyrm's Footprints (which details Starbrow's revolt) or the Jonstown Guide.

I think it's garisoned by Lunars and the garison was among those eliminated in the first battle of Starbrow's revolt (where the Orlanthi destroy the Lunars attempting to raze the hill of Orlanth Victorious). That is why no military actions are recorded against it during the actual revolt.

But apart from that, all seems quiet in Jarolar Keep.
