I daresay a Humakti could make this substitution. Of course this would mean that as a traditionalist, he is now implicitly accepting Teelo Norri as a healer, while traditionalists do not. Ergo, he's halfway on the path to Illumination or Lunar-symping. That's in addition to the immense propoganda value such an atrocity would give the Lunars as many of the patients are likely to be locals.

I think it's only attuned towards the Humakti who performed the actual quest very much. A Lead Cross in the hands of somebody else will not function unless he also chops some healers into bits.
