Strictly speaking the Provinces didn't exist then and the countries concerned paid heavy tribute to the Conquering Daughter. Even when Sheng Seleris was rampaging, he never reached Sylila which still had a good army and the magics to enforce loyalty. They even sacked Tarsh during the civil war there.
