The eleventh test is the test to take when the Emperor does not have the required parentage (within ranks of male descent from an Emperor or God). It's actually a Rinliddi test and only the Rinliddi bother with it, from what I've heard. For example, the Carmanians didn't use it to become Emperors.
The Red Emperor doesn't use it as everybody knows he's the same person time and again. That's the real reason why it's not used, I think.
